Where a tender loses time.
The pack for one tender is made of many files, versions and requirements. The risk is in the small things: a missing document, an outdated version, a missed condition. Here are five situations and what we would change.
BeforeThe conditions are scattered across the specification, the forms and the clarifications. Someone carries them by hand into a list of his own.
AfterEach requirement is a row: where it comes from, which document it asks for and who owns it. Gaps are set aside, and you judge eligibility.
